Agreement

Who These Terms Apply To.

Signal Public Safety is operated by Signal Public Safety, LLC, an Ohio limited liability company. By visiting the Signal Public Safety website, submitting a demo request, accessing a demo environment, or using a Signal application, you agree to these Terms and Conditions. If you use Signal for an agency, department, employer, school, or other organization, you represent that you are authorized to do so and that your use will follow that organization's policies and legal obligations.

If a signed order form, master services agreement, business associate agreement, data processing agreement, or other written customer contract conflicts with these terms, the signed customer contract controls for that customer relationship.

Accounts and Access

Authorized Users Only.

  • You must provide accurate account, agency, and contact information.
  • You are responsible for keeping credentials secure and for activity under your account.
  • You may not share accounts, bypass access controls, impersonate another person, or access another agency's workspace without authorization.
  • Administrators are responsible for assigning roles carefully, removing access when users leave, and following their agency's records and security policies.

Agency Data

Your Operational Data Stays Bounded to the Service.

Customers and their authorized users remain responsible for the content they submit or connect to Signal, including CAD information, reports, messages, protocols, policy acknowledgments, schedules, training records, and other operational data. Signal uses customer data to provide, secure, support, improve, and comply with obligations for the service.

Do not submit protected health information, criminal justice information, personnel files, or other regulated data into public forms or unsecured channels. Use the secured product workflows and customer-approved configuration for regulated operational data.

Public-Safety Use

Decision Support, Not a Replacement for Command or Clinical Judgment.

Signal products support public-safety workflows, but they do not replace dispatch systems, radio procedures, incident command, clinical judgment, agency policy, medical direction, legal advice, or required reporting systems. Users are responsible for verifying information before relying on it in time-sensitive, medical, legal, personnel, or operational decisions.

Maps, radio context, CAD feeds, protocol references, AI-assisted summaries, training records, and reports may be delayed, incomplete, inaccurate, or unavailable. Agencies should maintain their required primary systems, backups, and standard operating procedures.

Acceptable Use

No Abuse, Scraping, or Unsafe Use.

  • No unlawful, deceptive, harassing, discriminatory, or harmful activity.
  • No attempts to probe, scan, exploit, reverse engineer, overload, or bypass Signal systems.
  • No uploading malware, unauthorized data, or content that violates another party's rights.
  • No using Signal to send spam, unauthorized marketing, or messages that violate consent or opt-out requirements.
  • No copying product design, code, content, branding, or data except as allowed by law or a written agreement.

Availability and Changes

Operational Software Still Needs Operational Planning.

We work to keep Signal reliable and secure, but service interruptions, maintenance, upstream outages, network failures, data-source delays, and emergency fixes can happen. We may modify, suspend, or discontinue features, demo environments, or public pages. Customer production commitments, if any, are governed by the applicable signed agreement.

Demo environments are for evaluation only. They may use sample data, limited retention, incomplete features, and non-production availability.

Text Message Alerts

Optional Texts, Only for Members Who Opt In.

Signal Public Safety alerts are optional work notifications for members of participating departments: open shifts from Signal Schedule and dispatch backup alerts from WatchDesk. Signal ID sends the program's messages, including a verification code requested during enrollment. Recurring work alerts require department membership and verified consent. The code verifies your mobile number for text alerts; it is not a sign-in code.

To enroll, sign in to your own Signal ID account at id.signalpublicsafety.app and open Text Message Alerts. Alerts are off by default. Enter your mobile number, check the initially unchecked consent box, and select “Text Me a Code.” Enter the 6-digit code sent to that number and select “Turn On Text Alerts.” The verification text is sent when you request it; recurring work alerts begin only after verification. Consent is not a condition of employment or service.

Message frequency varies with your department's activity. Message and data rates may apply.

Reply HELP for information about Signal Public Safety alerts and how to contact support, or email contact@signalpublicsafety.app for assistance.

Reply STOP to the toll-free number that sent the message to block further program texts to your number. The carrier sends the STOP confirmation. You can also stop alerts for your Signal ID account by selecting “Stop Text Alerts” in Settings > Text Message Alerts. Stopping alerts in Settings displays confirmation on the page and does not send a confirmation text. For help with an opt-out request, email contact@signalpublicsafety.app with the subject “SMS Opt-Out.”

To restart after replying STOP, text START to the same toll-free number first. Then open Signal ID Settings > Text Message Alerts, enter your mobile number, check the consent box, select “Text Me a Code,” and enter the 6-digit code to turn alerts on again. If you stopped alerts only in Settings, repeat that enrollment process without texting START.

Text messages can be delayed or not delivered, and carriers are not liable for delayed or undelivered messages. A Signal text is never the primary way a responder is dispatched or paged: always follow your department's dispatch and paging procedures.

We do not share your mobile number or your text-message consent with third parties or affiliates for marketing or promotional purposes. See the Privacy Policy.

Privacy and Security

The Privacy Policy Is Part of the Operating Rules.

Our Privacy Policy describes how we collect, use, disclose, retain, and protect information, including text-message notification choices and privacy-rights requests. Customer PHI handling, when applicable, is governed by the relevant Business Associate Agreement.

Fees and Intellectual Property

Commercial Terms Stay in the Customer Paperwork.

Paid subscriptions, pilots, renewals, taxes, payment terms, and termination rights are governed by the applicable order form or customer agreement. Signal Public Safety and its licensors retain all rights in the software, website, documentation, trademarks, logos, designs, and service content, except for customer data and rights expressly granted in a written agreement.

Disclaimers and Liability

Strong Service Boundaries.

To the maximum extent allowed by law, public website content, demos, and services are provided "as is" and "as available" unless a signed customer agreement says otherwise. We disclaim implied warranties of merchantability, fitness for a particular purpose, non-infringement, and uninterrupted or error-free operation.

To the maximum extent allowed by law, Signal Public Safety will not be liable for indirect, incidental, special, consequential, exemplary, punitive, or lost-profit damages. Any direct-liability cap, indemnity, service credit, or warranty for a customer is governed by the applicable signed agreement.

Governing Law

Default Venue for Public-Site Use.

Unless a signed customer agreement says otherwise, these terms are governed by Ohio law and applicable United States federal law, without regard to conflict-of-law rules. Public-site disputes must be brought in state or federal courts with jurisdiction over Franklin County, Ohio, unless applicable law requires a different forum.
